In many cases, students are able to get a “loans grant” from their parents or pay for a high school diploma by working at their homes.
But as the U.S. population ages, those earning more money are less likely to have to pursue the more traditional route. The share of low-income students receiving federal loans is rising steadily: from 2.6 percent in 2005 to 7.7 percent in 2014, and the share who use these loans is growing at the same rate.
This reflects the fact that many young people in their prime earning years have no jobs to move to. A recent analysis by the Center on Budget and Policy Priorities suggests some people may never qualify for a college degree.
In this age of college graduation, many families are likely to be more reliant on the federal government to subsidize their children’s education, even if the costs appear to be too enormous.
The federal government is providing more than $1 trillion in aid to help millions of young adults earn degrees they might otherwise have missed out on. About 40 percent of Pell grants nationwide go to low-income students and many are ineligible for them because of debt—an estimated $100 billion per year.
On Feb. 3, former California Rep. Xavier Becerra announced that he was running to succeed California Attorney General Kamala Harris in the U.S. House of Representatives. But to many, it seemed clear that Becerra, the leader of the Democrats and current chairman of the House Democratic Caucus, would not be able to win in what is traditionally a blue state.
