The U.S. Congress’ first major attempt at imposing an Internet censorship regime in 2007. U.S. lawmakers approved a bill to create a law requiring Internet service providers to block certain websites.

The Internet Society called it the Internet Sales and Use Tax Compliance Act (ISUTCA or SOPA). On 23 March 2007, the U.S. Senate overwhelmingly approved the bill.[1] In a vote of 80-14, the Senate approved the bill on a vote of “not informed.” Senators voted for SOPA and then voted against it, thereby failing to bring it to the floor of the Senate and thus allowing it to go into effect without a vote of any kind.[2] A similar law was subsequently enacted in a number of state legislatures, in which the majority approved the bills with the stated intent of not being “too friendly to the entertainment industry.”[3]

Despite widespread condemnation of SOPA, the legislation’s primary sponsor, U.S. Representative Lamar Smith, had previously been known for the extreme and discriminatory Internet censorship bills he co-sponsored in the House of Representatives in 1996. He introduced the “Stop Online Piracy Act of 1998″[4] to the House and the Senate respectively. SOPA was intended to be a vehicle for restricting free speech on the Internet. SOPA was heavily promoted by prominent members of the entertainment industry, including the Motion Picture Association of America (MPAA), who wanted to get rid of the Internet. He also introduced the “Children’s Online Safety Act”[5] and “Stop Online Piracy Act of 2011” as well.[6][7][8][9] A similar law was also subsequently enacted in a number of state legislatures, in which the majority approved the bills with the stated intent of not being “too friendly to the entertainment industry”.
