A recent report by the U.S. Department of Housing and Urban Development (HUD) called for a nationwide, nationwide ban on “adoptive” foster families. This is the practice under which a foster family member takes the place of an adoptive child, often to be with the foster parents for a prolonged period of time. According to the report, there are at least 2 million foster children in need of placement in “adoptive homes.” Adoptees can be placed anywhere in the country, but the new rules mandate that all adoptions need to be within 30 miles of their home.
The policy is in response to a survey conducted by the American Civil Liberties Union (ACLU), which showed over 75 percent of those eligible for shelter are children. And according to a recent story in the Wall Street Journal, which included this chart from the 2011 National Center for Missing and Exploited Children data, 80 percent of the children who are reported missing by law enforcement are left in foster care for at least 6 months.
